Peter Oppenheim joined Todd Strategy Group in September 2024 as Principal with extensive expertise in helping clients with interests and goals in the education, workforce, labor, and health policy arenas. Prior to joining, Peter was the General Counsel on the Senate Health, Education, Labor and Pensions (HELP) Committee, serving and advising both Chairman Lamar Alexander (R-TN) and Ranking Member Richard Burr (R-NC) on all legal and policy matters within the Committee’s jurisdiction. Among other achievements, Peter helped lead budget negotiations and “Byrd Rule” arguments before the Senate Parliamentarian concerning provisions in the American Rescue Plan Act, as well as the negotiations leading to creation and enactment of a nearly $31 billion Education Stabilization Fund under the Coronavirus Aid, Relief, and Economic Security Act. Peter also served as the Education Policy Director on the HELP Committee, advising Chairman Alexander on all education and workforce matters, including early childhood education and care, STEM education, elementary and secondary education, technology and privacy, higher education, and workforce development.
Peter has an impeccable reputation for bipartisanship, strong relationships, and track-record of working across the aisle to pass significant pieces of legislation. In particular, Peter was integral in drafting, negotiating, and ultimately advancing the Every Student Succeeds Act, Bipartisan Student Loan Certainty Act of 2013, Child Care and Development Block Grant Act of 2014, and Workforce Innovation and Opportunity Act.
In addition to his work in Congress, in 2017 Peter was nominated by the President and unanimously confirmed by the Senate as the Assistant Secretary for Legislation and Congressional Affairs in the U.S. Department of Education, where he served as the principal adviser to the Secretary of Education on the Department’s legislative activities and relations with the U.S. Congress. While at the Department, Peter successfully advanced ten of the President’s nominees through the Senate confirmation process, secured administration priorities in multiple pieces of legislation, and assisted with the development and rollout of the President’s FYs 2019 and 2020 budget requests.
Peter holds a B.A. from Colby College and an J.D., cum laude, from the American University, Washington College of Law.
